This would be Malfeasance, and according to the notoriously supreme court, no he can't be sued.
Can't be charged criminally, malfeasance in office is civil.
Hey that's a point. I had forgotten that.
The President is immune from civil suits. That goes back long before the current group of idiots on the Supreme Court.
For most things yes malfeasance in office no, it has been tradition not to pursue anything it isn't however law.
