To make it more complete. Netanyahu needs Hamas to be seen as the actual government of the Palestenians, instead of the Palestinian Authority to make it that much easier to reject the two state solution. Hamas needs to trigger Israel into being brutal so that they can keep their power and reject a two state solution.
While technically true, the recent, post-Oct 7 ceasefire attempts have failed because of Israeli intransigence more than anything. Hamas wants to resume the war (or at least the chestbeating bottle-rocket barrages) at a later date - Israel wants to finish the genocide now.
