Its not hacking they just AstroTurf comment sections and post/boost extreme messaging. They would buy residential proxies from people who actually can hack. They being the Russian government agencies that conduct these campaigns.
Agreed astroturfing barely counts as hacking, but I'd argue that where they shine on the "social engineering" side of hacking.
