Bullying can be a fetish, so yeah, I can see why it would feel like that. It's amazing what can be fun when you do it in a safe space with consent and safe words amongst trusted people.
every physical bullying is an assault, the age is really not relevant to determine that.
Much of the time in photos, film or movies "teens" are played by people in their twenties.
