Hard disagree. There is no way to reasonably look at him doing that Nazi salute and come away with any benefit of the doubt. He does it without ambiguity, 2 times in between talking daily about fascist ideas.

Don't pretend this is some immature fun thought, he showed no remorse for what he did (multiple times), this was not a mistake or a lapse in judgement, this was him forgetting to 'hide his power level's and showing his true colors.
