Well before the camp was there, it was just the military base of the same name.
Is Trump lying or his appointed head of intelligence incompetent?
Both is also an option, but neither isn’t.
It’s another example him being in a no-win position. No answer to his situation is acceptable.
It seems to happen pretty frequently. He is either engaging in completely reprehensible behavior, or he is so hopelessly clueless to everything around him that he should never be considered for serious responsibility. There is no positive light that can be shed.

Gulf War I was responding to Iraq invading Kuwait, so a much less manufactured conflict.
