Ministry of Magic was always totalitarian. They police all magic: even though it's an innate inborn skill they control your right to use it. They monitor everything and give no privacy: any use of magic is instantly known. Azkaban, their only prison, is heinously criminal: indefinite solitary confinement, no visitors, cruel and unusual punishment, common knowledge it "regularly drives prisoners insane". And of course they also monitor house elf magic (like when Dobby performs a levitation spell at Harry's aunt & uncles house - instant owl letter), and assist gladly with the subjugation and slavery of that race for benefit of the ruling class. Operate in secrecy from the majority of society too, and wipe all knowledge from muggles of their existence and powers, and punish any magic-born that attempt to share knowledge or even perform magic in their presence accidentally.

Prior to (and coexisting with) the Ministry is the Wizengamot Council, whom were both the parliament and high court and also housed at the Ministry of Magic on the second floor. So no separation of power between legislation, the courts, and the police system. Simply plebs, and the elite; whom were both the judge, jury, and worked in the same building with the executioner.

That all went fine while 'benevolent' wizards and witches were at the helm. But the Deatheater takeover was inevitable due to the incredibly centralized power, lack of citizens rights and freedoms, and secrecy / broad lack of public accountability.

Where the hell am I going with this? Oh, right: fuck all of Harry Potter's governing system, and shout loud anytime your rights are taken away or power consolidated, because totalitarianism attracts power-hungry monsters.
