I post this to say it's complicated, not to debunk OP.

Snopes doesn't even render a verdict, but I'd suggest at least skimming this and coming to your own decision.

yeah it's a whole thing. i used to file forms for a living and i wouldn't file one against them because i couldn't prove it. also too much headache. also heritage probably gets a rubber stamp okay.
