How does this explain relaxing penalties for having sex with minors or reducing the age they can marry?

Notice the state involved with lessening the penalty: Utah. and that child marriage defense is associated with anti-abortion groups.

Its religious/traditionalism. The idea that girls are meant to be possessed by a man is strong in their minds. So age of consent is irrelevant to them at best and in fact gets in the way of their view of a traditionalist society where woman serve men best as barefoot and pregnant.

Again, this has little to directly do with Trump outside of his religious virtue signalling. He doesn't give a fuck if its illegal to rape children. He views himself as above the law. He doesn't want to marry a little girl legally. He's not worried about the penalties for child rape. He believes he will never experience any legal consequences for being a child rapist, and he is probably right.

They're two separate political phenomena that both happen to be associated with rightwing ideology. I was originally primarily responding to the first one.
