I think he wants to float the possibility of a pardon to get a very specific kind of witness statement from her.
I think your right. Just thought I'd throw this out there.
A pardon carries an admittance of guilt. Him pardoning her directly after firing her prosecuting attorney reeks of his own admission.
Lets hope some of maga has the sense to see the obviousness of his actions over her coerced testimony.
