The thought of going through all of my storage boxes to catalog hundreds or thousands of items so that I might search for them one day via a web UI seems a lot less productive than simply knowing that old USB supplies are in the “USB junk” box and Christmas decorations are in the “Christmas decorations” box

Before I answer,how much research have you done into the creation of the federal reserve, the mechanisms it uses, and the outcomes it seeks to achieve?

Because CRTs (and maybe other displays) are slaved to the input and insensitive to exact timing, and console chipset designers used convenient line counts/clock frequencies, consoles often have frame rates slightly different from standard NTSC (which is 60000/1001 or ~59.94 fields per second).
The 262 AND A HALF lines per field NTSC uses to get the dumb oscillator in a CRT to produce interlacing, is not convenient. “240p” moves the VSYNC pulse, shortening the frame duration.
So NES’s run at -60.1 FPS.
Doesn’t even need to be the 90th %tile. The 99.9th would do.
Don’t forget to pre-fill the new filter with fresh oil, otherwise bearing surfaces will run metal-to-metal for maybe 5 seconds before getting oil when you start the engine.
