Not entirely true. I've done the research. It's difficult, yes, but some places in the world allow it. E.g. Scandinavian countries.

Both Ford and Mercedes own a /8 block of public IP addresses, that is 16 million public IPV4 addresses each in c/til@lemmy.world

This reminds me of this: in Danish, "zipping up" means both zipping and unzipping a zipper.
