I had to look it up - apparently this guy's relation to Scotty is only explained in the director's cut of Wrath of Khan https://memory-alpha.fandom.com/wiki/Peter_Preston

It was eventually added back in for the Director’s Edition, though.
If memory serves, I'm pretty sure he just showed up for the movie.

He was an engineer, then dies in an attack by Khan's ship, and Scotty carries his body up to the bridge for some reason. It wasn't a huge part.
