To be fair, if you get invited to what is ostensibly a party on Halloween, then it's expected that you should dress up unless it's explicitly stated otherwise.

This dude was right and everyone else was wrong.

Also if you're hosting a party just assume it'll happen because people have multiple parties and/or going out to the club to get laid, they aren't going to come drink wine and then go home and get into costume...

In the US, sure, not so much anywhere else. Halloween is not at all as big in most of the world as it is in the US, so if you want people to dress up it has to be explicitly stated on the invite.

Grown ups can drink wine in costume: source, I took my DnD group to a biergarten with great seasonal gluhwein. We wore costumes and played a quick (6 hour) one shot from about 5 to 11. Even got some spectators and well wishers I love biergartens when I'm feeling social.
