Edit: What's even funnier is that one week after the DS9 Q episode aired on February 8, 1993, the TNG Q episode "Tapestry" aired on February 15, 1993. Sisko punched Q and it takes him a week to get back with Picard.
Now I wish Picard had punched him in that episode!

Frankly I thought Q was wasted on DS9. Like they didn't want him there. Which is fine - it's not QS9 after all, but the TNGs with Q are always great and they could have had some great ones. Instead they just had Sisko punch him in the face. ¯\_(ツ)_/¯
Well they did want to set DS9 apart from TNG. So having a captain totally cool with punching Q set the stage.
Of course, I believe right after that episode Q went straight back to go annoy Picard.

It's also some good foreshadowing for stuff we don't find out until literally the last episode.

What I enjoy about Q is that he seems to adapt to the environment he’s in and who he’s with. Spoilers be ahead, but I think we’re past that.
The Sisko wouldn't normally help Picard, but on that case he made an exception.
