Dubya i think only fell that low when the floor fell out of the housing? Market or the dotcom bubble? Fuck i dont remember but it was in like 07-08 so doubtful he would have resigned
I think Katrina didn't help W. Neither did seeing the obvious failure of the second invasion of Iraq. I think the economy doing a swan dive was the last straw.

The latest YouGov/Economist survey shows that 57 percent disapprove of Trump’s job performance as president, compared to just 39 percent who approve.
I'm worried that if Republicans don't think they can win the next election they'll enact plans to completely undermine the next election. If they think they had a shot then maybe they wouldn't take the risk/effort, now they'll be less hesitant.
