I took a look at the transcript, and surprisingly it did a good job spitting out the German (I think?). Ran it through google translate because I don't speak the language.

Anyways, the woman speaking is saying that the request for a moment of silence was already rejected by the President so that's why she keeps going.

Dude was trying to ignore the ruling that was already issued on his request and go outside of the procedural rules.

Yeah this is the one thing pissing me off about how I'm seeing it summarized on the Other Site and elsewhere. There's a lot of outlets making it look like there was scheduled to be a minute of silence, but a bunch of obnoxious disrespectful leftists kept talking during it.

The reference is that many, as you say, pathetic YouTube commenters write pathetic stuff like "noted EU… noted" in an attempt to say how mad they are and that this will have bad consequences. Because you ridiculed such commenters, @Naich@lemmings.world referenced it but using your nickname instead of EU.
