it's not 'protecting the people' or it would be targeted at all the people. The point is to make the poor suffer, you can tell because it's targeted at the poor. They want people to be miserable if they are poor so they can force them into shitty jobs with shitty conditions at shitty wages and extract more value from them.
if they really cared about the people they would raise the minimum wage and increase the social safety net and help people get good jobs. notice that they are doing the opposite of these things.
