The issue with law is that it is entirely dependent upon the authority which enforces the law as written based on its own interpretation.
Laws are intentionally written in vague language to allow for allowances on a case-by-case basis, according to the specific circumstances surrounding a crime. This is why being a lawyer is an entire profession that requires a lot of study — to learn the ins-and-outs of rhetorical debate to argue how an action isn't or isn't breaking the law by interpreting it in different ways to suit the interests of their clients.
Unfortunately this very same mechanism that keeps things "fair" also allows for its own corruption. It is entirely dependent upon the ruling authority acting in good faith when delivering a final judgment. If those of ill intent and bad faith obtain seats of power, they can utilize this very system as it is designed to entrench themselves and assert their will over others through that systemic power of having final say in how the law is interpreted.
If they find laws as written can't be argued against then they can just use their power to change how the laws are written.
This is the fundamental flaw of hierarchy.
