Little bit surprised that Spain (#5 and #7) has bigger cities than Germany (#8 and #10), but now I think about it, it does make sense.

Seems to be radius
If it's for a fixed area it'll be the "highest population density" not "largest". At 30km radius I'm not sure you've even included all of Greater London.
