I know the idea of cutting “wasteful spending” and finding “efficiencies” resonates with conservatives

It should appeal to everyone. The idea of using a partisan government aligned entity to do it is the repulsive part. Having a transparent independent 3rd party auditor that will stick around and even pick through your dealings would be much better.
