The title is misleading at best. I'm sure 30-50% of the content are bots, but the link to Moscow is... let's say tenuous. There is no good source for a blackout in Moscow, only in a minor city (100k inhabitants) of the Moscow area called Zhukovsky according to one of the comments in the post. Russia is a country with 150 million inhabitants, searching for blackouts anywhere in the country on one event of reduced bot activity isn't real science, and doesn't point to any kind of causation.
Further down in the post, if you read it, you can even see OP was using problematic methodology and had to point to another post. You're literally just going by the words of a random reddit user at this point. This is conspiracy theory level shit, guys, you can do better than this.
Edit: link to the corrected reddit post by the same user. Look at the fifth graph provided. Amazing that 350 people upvoted this conspiracy shit, you guys have a serious problem over at .world
