Revolt is uprising. It can be in vain, done by small numbers of people, crushed etc.

Revolution is a big change. It is usually large, well organized, and even if unsuccessful, it still results in changing the old way.

Edit: A good example would be a prison revolt by the detainees in a single establishment vs. a prison revolution meaning changing detainment rules in a whole country.
