Well, yes. if one raises their son to be a sex pest, I do believe chopping it off might help with that.
You'll notice their sons still have their dicks? that's because my belief in the rule of law and constitutional rights are stronger. but the inclination remains.

I’m saying, if that kid is a sex pest indefinitely do. But also that I don’t do that because i believe in the rule of law.
This isn’t about Maher’s son, unless he happens to be a sex pest. (I would not be surprised if.)
