I can't believe it because he's never done a single thing that isn't completely selfish. Can you imagine him caring about how someone else feels or giving someone something that didn't benefit him?
I think its actually exactly that that makes me think he did. Imagine donny REALLY wants some bill to pass..... oh hey mr president..
I assumed it was a quid pro quo of some kind. Or he was blackmailed into it
