Does this mean F-Droid, IzzyOnDroid, Guardian Project, etc, are safe for now? The messaging is unclear.
What about other android based OS like Graphene, etc? Will they be affected?

They probably aren't right now, Google is just trying to soften the PR blow

The change is being implemented in Google play services, not the android platform itself.
I'd assume if it's safe there'd be a scare screen every time instead of just once when switching the toggle.
They are just implying they will add a shit ton of friction to fdroid but not make it impossible
