People going hungry is a choice that the Republicans are making; there's a reserve fund that they could spend to feed people during the shutdown.

There was a thing during the USSR's famines (which were caused by Lysenkoism), where they directed the Starvation at Ukraine. Taking grain from farmers but not allocating them enough. It was called Holodomor.

They used hunger to target specific regions, for political reasons.
