Is there a chance he means the sectoral tariffs, or is this just another symbolic one we don't actually pay in practice?

It's a complete mystery what's going on in Trump's head.
We do not pay the tariffs, the people buying stuff pay the tariffs.
True! The more accurate way of putting it would be "our clients have to pay".
