Bad thing about putting disaster response to the state is that they can decide not to serve a city based on political leanings. Not that this couldn't be done at the national level, but harder at least. Gov. Abbot did this during Hurricane Harvey to Houston with state funds. Houston had been one of the biggest bastions of democratic voters during the recent elections so they rewrote their state disaster relief funds stipulations to severely underfund areas with high population density.

They're saying if you were the only holdup it doesn't matter. If enough of your semi-close relatives submitted their DNA, yours can be extrapolated reasonably accurately from that.
