It is a webapp called Moequeue with two main features:
Extracting all relevant information from a given URL (Pixiv, Danbooru, ...) + adding sauce with Saucenao (+ ...) and then running this data through a user-defined template to create the post.
Posts can get added to queues which submit them regularly by user-defined cron-expressions.
