I'm not sure about raw material. But for processed goods, to much tariff would create a situation where the local industry would price their product targeting a market segment with tariff included. It's only good for preserving industries in short term solution. Prolong tariff would make them lose their competitiveness in world market and become reliant on tariff to survive...
