They used to debate in and after the Nazi regime whether the Führer knew about various things. It didn't matter too much, because much of the political apparatus relied on a symbiosis of preemptive obedience and classical hierarchy (i.e. desk criminals and criminals in uniform working together).

However, they can not startathe process of banning a party unless our parliament or the Bundesrat (I dont know what's the translation/English equivalent for this is) tells the court to investigate a party.

No, the ban was good for them because it was removed shortly after, giving them a quasi-revolutionary painting without suffering the consequences. Don't be their aid by arguing against the efficacy of a ban, thus watering down any action.

I'm not trying to defend Scholz action-wise, but language-wise you might want to look for funny terms like "Zeitenwende" (turn of an era), "Doppelwumms" (Double Boom) or "Bazooka"...
