Apparently, Churchill had a trick; when he was slightly drunk he'd act like a complete madman. He'd push things as far as possible, so that when he was really drunk no one would be surprised.

Depends on what Churchill counts as "alcoholic spirits". 250ml can be one beer (normal) or 3 martinis (a bit much for breakfast). He can't have meant 250ml of pure alcohol, surely. That's what, 4 liters of beer or a bottle of vodka?
Churchill counted brandy as alcohol.
