The underlying problem is that hospitals are dependent on federal reimbursements under medicare and medicaid for the care they provide to the elderly and the poor. So if you're able to illegally cut off those payments, you can bankrupt them.
I'll note that there are a ton of independent hormone clinics which offer testosterone to insecure men, and there isn't any kind of a crackdown on that kind of gender-affirming care.
