What stops the city then from just disbanding the police force if they no longer have administrative control? Just tell the state they're not going to pay for others to oppress them.

That would ultimately be administrative. The Only Hope on that front would be for police officers to care enough to be upset. But they by and large don't care beyond the paycheck. Give them money and tell them who's skull to cave in and they are on it.
An admin action, but to think of it as revoking their charter. "We as a city will no longer provide material or operational support to a police force" The state would likely try and coerce more taxes from them to make up for it, but major urban centers inevitably hold some heavy sway just by sheer volume of people.
Realistically Kansas City and St Louis should break off independent of the state. Leaving the backwards yokels to wallow in their Missouri. But that's not going to happen either unfortunately. If St Louis even tried the fascists at the national level would mobilize the National Guard to go crack the skulls of brown people as penance.
I'd love to see St Louis do it. But until we start getting organized ourselves and putting together a proper militia. That can be called to any state to stand against the fascists and intimidate them. There are plenty of militias around here unfortunately having known plenty of them. They'd all jump at the chance to serve the fascist.
These must be more of those "States Rights" I've been hearing about. States need more rights so they're taking them from the people.
