The U.S. has lost at least two generations to budget cuts and de-education. We can’t compete in any arena. Even our military is obsolete, which is why the military industrial complex is thrashing about, pointing a pistol at everyone in the room, and ranting like a madman, demanding all sorts of ridiculous concessions.

Not "will lose". Should be "has just lost". And I don't think there will be a recovery. Even if you imagine a happy improvement over the next decade, global diversification of educational and research institutions won't magically disappear.
