True, but only with help. All our astronauts have flown on either U.S. or Russian launch vehicles. Heck, we haven't even had an orbital launch from Canadian soil.

Canadian soil isn't exactly great place to launch a spacecraft from
Canada is a good candidate for orbital launches, but those require more fuel per kg of payload.
Maybe not for low inclination orbits (GEO/GTO), but for polar orbits, it would be better than Florida or California.
