I think it has more to do with everyone being so broke from food, vehicles, and housing.

Yeah but isn't that the place to buy food? If foot traffic is down it means people buy their essentials elsewhere.

Most Targets have only a small section for food and their prices are higher than most other places. Target is essentially a Walmart for people who can afford to not have to go to Walmart.
