Makes sense, France is shaping up to be the EU country willing to stand up and protect it with it nuclear weapons, and we want to be closer to the EU economically. The entire EU has a lot to gain with a partnership with us as we have a clean electricity grid and are pushing for an even cleaner one. Cleaning up resource extraction to allow for a low carbon supply chain.
It's also the EU country we have the most history with. There is a significant amount of French students in our universities, and a lot chose to stay afterwards.
