Honestly I don't think Trump ever moved past being 3 or 4 on an internal level, his actions make sense if you consider that he never developed internalized functions for morality, intellectualism, or even an internal code. He may very well still be at the point where the only reason he knows not to touch a hot stove is because he got physically hurt by it because he can't internally run the calculations that fire hot. Or at least that's what makes sense to me, he's basically a lot like a small child only reacting to the world.
