Do you have a source on that? I tried googling his name but all I got was that 13+ year olds have a right to privacy for their mental health treatments, not having to notify their parents.
Check further in the WA standard article. The discussion is about Healthcare, but the debate is that there is an agenda. This is the actual quote. By this logic menstruation equals the age of consent.
