Chile welfare cases is tricky to gauge when the only source of information is from the parents who have lost their child. These articles pop up regularly in Norway and often involve refugee/immigrant parents. The spin here has the same flavour.
There is something to be said for the culture in the Nordic countries that gives more rights to children than most other places. Seems unlikely that a test alone is enough, but if so I agree that the policy seems faulty.
I have talked to child welfare workers and what they tell of their every day work experiences is a solutely horrible. The amount of neglect a day outright child endangerment is mind boggling. A three year old in my kids kindergarten acted out, and watching step father when picking up over a year made it all clear. But he is well within legal bounds, but I wish he never had any responsobility for a small child. Never saw the mother, but her taste in men is the asshole kind.
