They are at least a lot lighter than an actual motorbike, but yes there should be a line drawn on how fast they can go. The motors are capped at 15.5 mph / 25 kph here, which is a fast but manageable pace for a decent cyclist. Anything above that counts as a motorbike and has to be taxed and registered as one
