I sincerely don't believe there is any intention for this regime to end the shutdown. They got the colossal federal budget cut they wanted via a government shutdown, and can just pass exemptions for any agencies they want to still be funded and active. The ones they care about. Which they've been doing, since the shutdown began.
It takes time to axe them one by one. They probably thought this was faster and easier.
Every state is three meals away from revolution.
What a moron wants to do isn't the same thing as what's going to happen.
