It applies broadly to law enforcement. From the article:

California’s measure would bar law enforcement officers from wearing face coverings, such as ski masks, balaclavas and neck gaiters, that shield their identities. It does not apply to medical masks, clear plastic face shields, respirators, eye protection or other safety devices.

So if you see them with face coverings you know they must not be LEOs, because surely they wouldn't break the law, right? In which case, you need to defend yourself from these people impersonating them.

Not quite all; there's a limited exception where CA state police can shield their identity under some circumstances. But it's pretty close, and covers all federal agents.
