Yes, obviously. Why the fuck wouldn't it be?

Streets are for people. That means:

  • Walking in the street is an OK thing.
  • Roller-skating in the street is an OK thing.
  • Skateboarding in the street is an OK thing.
  • Riding a bike in the street is an OK thing.
  • Riding a horse in the street is an OK thing.
  • Driving a horse-drawn carriage in the street is an OK thing.

So why should driving a kids' plastic toy car, which has similar performance to the above, be any different?

High-powered fast vehicles like cars and motorcycles are the exception in requiring a license, registration and insurance, because they are the interlopers. Everything else is there by right.
