This is indeed the sort of stuff that is needed to breakout of incremental progressiveness but I also have to note this was almost 20 years ago. The world is so broken atm that incremental progressiveness does not unfortunately lead to a net positive effect and as we can see can be completely undermined by an asshole in six months. We should see multiple such bills being passed perhaps every year.
I am not an American so I would not have the same exposure to US politics that Americans do but my impression is that the situation seems to be quite far from that. It seems to me that at best when democrat party is in charge, they are trying to balance interests of the public with the interests of the billionaires. Same billionaires who flock to kiss Trump's ass so they can get the "do whatever the fuck you want so long as you lay tribute to me" pass. There is no balancing interests with these parasites, there should be much harsher control mechanisms being implemented and fast. If there is anything Trump should have taught democrats, it is that you can change everything in six months. So that is what democrats need to do next they come back (if they ever do lol) instead of taking small steps to restore the previous status quo. If democrats don't lash out at billionaires next they get elected then they are clearly working with them, if not just for them.
See, the thing is, most Democrat representatives are good people, but the ones at the top are corrupt and in Capital's pocket. That's how they got to the top, by being greedy. The ones with integrity who can't be bought, they're actually most of the party. Just, it's most of the bottom. But still, those people with integrity can win out in the end, because the system is democratic to some level. It's just that the corrupt people at the top can put a bunch of barriers in their way which take time to clear, while the Republicans barrel full steam ahead with the bad stuff. For example, Trump likes to sign executive orders, while Biden preferred passing laws. That's because Biden was corrupt. But he still actually has to do his job.
Now take a look at this graph:

In order to raise the minimum wage, the Democrats need control of the House and the Senate. They had that from 2007-2011, and 2021-2022. You can see that right here in the graph. The first time it happened, minimum wage increase! Party time. But the next time, when we should have had a minimum wage increase in 2021?
https://www.politico.com/news/2021/03/05/democrats-15-minimum-wage-hike-473875
8 corrupt dipshits. They only had to bribe 8 people. 42 good people who had integrity, but 8 assholes. If the minimum wage had risen in 2021, Kamala would have won easily. People would have believed her when she said she improved the economy. She would have done exactly the same amount, but people would have been better off and believed her and voted for her. And then we wouldn't have an active immigrant genocide and an impending trans genocide. We'd have another decade of time to work on organising to throw a revolution, thereabouts. Trump would die some time around 2027 and they'd take another 4 years to find their new guy who can do what Trump does.
But imagine if more of that graph had been blue, so we had more chances like 2007 and 2021. Imagine if there had been more representatives with integrity in the 2021 vote. Both of those are decisions directly made by the voters. The voting people get to choose how much of that graph is blue, and how many senators have integrity. There were good people like Bernie Sanders in that room. There are good people like Zohran Mamdani trying to get into rooms like that one.
Americans elect corrupt politicians and then complain that their politicians are corrupt.
https://en.wikipedia.org/wiki/United_States_Senate#Membership
The people who register as democrats get to choose who the democratic senate nominees are. Two people per state. If you read that news article I linked, you know which 8 states have traitor senators. You know those senators' names. You can talk to people in those states and tell them that their representatives betrayed them. If you change minds, then laws will change too. It's not easy to convince 300 million people to act in their own best interests, but it's the same damn job that organising a communist revolution is. We have to either convince 200 million to spend one day a year helping, or 15 million to risk their lives helping. I try to do both at the same time. Radicalise each person as far as I can. If I turn them into a communist, great. If I turn them into an informed voter, good. Not great, but better than nothing.

What have Democrats done since then, especially with their two supermajorities?
