Honestly I don’t mind additional standards.

But I’m weary of: “does it really matter?”. As I’m sure just about everyone would prefer their data isn’t used, and it’s not the question that people care about.

Instead: How would anything like this be enforced, and by who?

It can't really be enforced and they say so in the proposal. It is something "good actors" should abide by just like robots.txt. Anyone can just ignore it if they want.
