Cowell will continue within the team, as does Mike Krack. We can't expect that they took pay cuts. So I dont think that line of reasoning holds.

Honda engine, Newey aero, Alonso feedback and input. Let's face facts they are designing an avengers level car, there's a solid chance Stroll is competitive next year. The only thing between him and WDC will be Alonso snatching it for himself.
"Team principal" is a pretty meaningless term, the actual question is what his actual work will be in the structure.
The announcement says Cowell will be in a coordination role for their technical partnership with Honda, Aramco and Valvoline - so that's of course the engine stuff and hands-on technical stuff.
While Newey will take over leadership of the trackside team.
But this still can be interpreted in different ways. It might be the most similar to how Audi do it with Wheatley and Binotto.
Guess that's the price of having him available to design the car, but I'm skeptical of how he'll do as first time TP.
