I don't see what NS split by a lightning bolt would refer to other than National Socialist - eg literally claiming affiliation/support to the Nazi party.
It is possible its something else and just incredibly bad fortune and an incredibly ignorant person who wouldn't get that connection is wearing it - but given the context that it's ICE.. I'm leaning to it being a nazi dog whistle to other like-minded ICE officers.
Regardless of how bad it is, the lightning bolt is clearly intended as nazi shit.
They're not good at making swastikas either, but no matter how deformed they still count as nazi shit.

These thugs don't even have any reason to hide their convictions anymore at this point... The US is in dire need of denazification and it should begin with ICE and it's fascist employees. Prosecute the fuck out of this administration, it's henchmen and the billionaires that endorsed it.

I want to note that this is exactly what that actual Nazis did when they stole symbolisms from various cultures including the rune ᛋ and of course the swastica. Both of which represent the sun.
The swastika is one of the oldest, they have ones etched in stone in bulgaria from like 40k years back or something I forget, maybe it was 10k. Also later ones in india and elsewhere.
